🚨 Community Alert: Hearing on Two Anti-Immigration Bills – Tomorrow (3/18/25) 🚨
Join us at the State House on Tuesday, March 18, in Room 130 at 9:00 AM.
TL;DR
Indiana lawmakers are advancing multiple anti-immigrant bills, and two harmful proposals—HB 1393 and HB 1114—are up for a hearing tomorrow (Tuesday, March 18) at 9 AM in Room 130 of the Indiana State House.
HB 1393 would require law enforcement to report anyone they suspect of being undocumented to ICE, fueling racial profiling and eroding trust between communities and police.
HB 1114 would increase penalties for driving without a license and target nonprofits that help undocumented Hoosiers access transportation.

We’ve been tracking these bills, breaking them down, and keeping our communities informed. But we need people in the room to show lawmakers that we won’t stand for these attacks.
Indiana lawmakers are back this week, pushing forward multiple anti-immigration bills. Right now, five harmful proposals are gaining traction at the State House, as highlighted in Lauren Chapman’s recent piece for WFYI Indianapolis and Indiana Public Broadcasting.
Next up: House Bill 1393 – Immigration Notice and House Bill 1114 – Driving Without a License. Both bills will be heard in the Senate Corrections and Criminal Law Committee.
HB 1393 Encourages Racial Profiling
House Bill 1393 would require law enforcement to report anyone they suspect of being unlawfully present in the U.S. to ICE—a vague and dangerous mandate that opens the door to abuse.
Why this is harmful:
Encourages racial profiling and discriminatory policing.
Erodes trust between law enforcement and immigrant communities, making it harder for victims and witnesses to report crimes.
Creates fear and instability, increasing the risk of family separations.
A bill must pass both chambers before becoming law. HB 1393 has already passed the House and is now moving through the Senate. INLDC has been tracking this bill closely, providing updates and information.
HB 1114 Increases Criminal Penalties for Driving Without a License
House Bill 1114 would increase criminal penalties for driving without a license and create a new offense for anyone who titles a vehicle for the purpose of allowing someone without a license to drive it.
The penalty increases if the vehicle is titled through a nonprofit—an intentional attack on organizations that help undocumented Hoosiers access transportation.
What to Expect If You Attend
HB 1393 and HB 1114 are part of a larger hearing with multiple bills on the agenda—so exact timing is uncertain.
As of this evening, the “Testify in Committee” button is unavailable, but you can sign up in person at the hearing.
If you have any questions or need support on-site, Carolina, INLDC’s Community Engagement Chair, will be our point of contact at the hearing. You can reach out to her for guidance on testifying, signing up, or general questions.
Tracking the movement of these anti-immigrant bills has made for a long couple of months—we know. But staying vigilant, knowing who is behind these attacks, and holding legislators accountable is one of the most important things we can do right now.
We’ve seen how quickly these bills can move. We can’t afford to let up.
Can’t Make It? Stay Involved.
If you can’t be there in person, there are still ways to take action:

We Need Your Support
A reminder: INLDC is 100% volunteer-run. No one is getting paid to do this work. We do it because our communities deserve to be informed, protected, and empowered.
Tracking legislation, breaking it down in real-time, and making sure people know what’s happening takes hours of unpaid labor. Things move fast, and we spend our days (and nights) poring over bills, decoding legal jargon, and keeping the pressure on lawmakers—all while juggling jobs, families, and everything else.
We do this work because it matters. But we can’t do it alone.
If you’ve relied on our updates, testimonies, or breakdowns this session—please consider donating. Every dollar helps us keep going.
